Hello,
I’m somewhat confused by the low population map notification and the offer of being switched to a map with a higher popluation. I thought the megaserver technology allowed all PvE players to be on the same map instance. In other words, if my surrounding map area was empty of players, there existed no other instances of the PvE map where it was populated in that area.
I understand areas (dungeons, personal story, etc.) where you have specific instances that only group you or a small set of players. Why does this happen out in PvE? What exactly is happening when I volunteer to transfer to another populated map?

There is a maximum number of players to each map instance, which is running on it’s own virtual server. Players are added to existing map instances but if they all are near capacity a new one gets generated, etc. As players leave, like right after a boss event is over, they end up with multiple instances of the map with few players on each so they try to consolidate, first by carrot and then by stick.
No, there could be full maps that you were unable to get into. Once a map gets a “soft cap” the game makes another shard and starts filling it up. So you could be on the new map made after one filled up.
