Does the overwriting of an Illusion/Phantasm (summoning a 4th with 3 already up) cause the overwritten I/P to create a shattered effect during it’s erase/removal shatter animation, at it’s location?

No, only your f1-f4 skills will create a shattered effect. However, there are traits you can select which apply an effect upon clone death. Crippling Dissipation in the Domination tree will apply cripple to nearby enemies when clones are killed or replaced, and Debilitating Dissipation in the Chaos tree will apply one of three conditions when replaced. A lot of builds combine these with Deceptive Evasion in Dueling, which creates a new clone on each dodge.
