Yes, it is one downside to the mesmer.
You can get speed increases from:
- runes (ie, centaur, air…), which give you swiftness on heal
- focus #4
- signet of inspiration (RNG swiftness)
- staff #5 (RNG swiftness, short duration)
- inspiration major trait – compounding celerity
I might have missed something, but those are the most common ways of moving faster.
Don’t forget, you also get to blink!
Edit: Also, what Curunen said, I found the Signet of Inspiration to be a great source of swiftness. It’s like.. every 10 seconds you have a 14% chance for 10 seconds of swiftness.. although it seems higher than 14%!

I went with the Runes of Air to supplement a shatter build. Difference is night and day.
If you’re a Norn, unlock Snow Leopard elite and you can get a wicked long dash every four minutes. Sounds lame, but very useful to get to objectives/away from fights in WvW.

im traited for high damage with mid defense for the extra boon duration using mirror for my heal and centaur runes i can keep permanent swiftness very useful in WvW

Mesmer’s are pretty much doomed to run slowly a fair portion of the time.. -_-
I find running in WvW with a guildy works great for timing swiftness and stealths.

read my previous comment, i have perma swiftness and blink, i travel fast than most of my guildies, before you say it, no i didnt go out my way to get this technique it came with my build
