I created a new character and cant find my miniature rytlock in my inventory, bank or pet collection any one have an idea where it might be??

you only get a Mini rytlock once so if you lost your first your S.O.L

If you have any other characters, check their inventory.
Also, any of the special collectible ones (such as Rytlock) have their own section on the collection page, below the normal mini-pets collection area. Check there to see if it’s there.
If you did happen to accidentally drop it when going through your bags, as far as I can tell, you wouldn’t be able to get a second one.

Which is quite annoying..
in the original gw there was for example the command /bonus (http://wiki.guildwars.com/wiki/Bonus_item), which gave you your purchased special items on every character on your account as many times as you like.
Well, they were customized (= soulbound) for that character, but that would be also fine for Rytlock.
So maybe you should have get one rytlock at the beginning, which would not be soulbound and tradable and after that you could unlock soulbound rytlocks (as described above)..
For me that would have made sense!
