Im Wondering if this option means that they can activate the bounty mission in the upgrade tab, or that they can activate the NPC we are hunting?

Any guildmember can activate an npc your hunting. This is to have the right to activate any type of guildmission and to talk to the starting star to start for example the guild rush.

small hint, please say where you see an option. I really had to search to find you ment the permissions option
