I have a level 80 char guardian, commander, all gathering tools ( unique), weapons , town cloths items all soul bound to this character.

My question is..

If I move all my items to the bank, delete my character , create a new race with the same name as my level 80 guardian , am i able to use all my soul boud items on the new character?

No, not directly. The game doesn’t recognize same name and profession as the same character.

You will first need to break the soulbinding where you can and even then you will only be able to use them as skins. You will lose the stats. If you have soulbound townsclothes, those can’t be transferred.

For items where the skins can be transferred, you break the soulbinding by transmutation to a low level white item of the same type, keeping the look and losing the stats. It will now be account bound and you can put it in the bank for the next char to pick up and transmute the look onto that chars item.

The gathering tools are gem store? If so there is an NPC that will make them account bound. You unequip them, have them in your inventory and talk to him to switch them out for account bound items. He is the Black Lion Weapons vender, iirc.

I assume they are one time use items. This would mean he would need one for each item he wished to transfer like this. They are 300 gems for one. 1350 for 5 and 6000 gems for 25 of them. Depends if he has items that are worth spending money/gold for this.
