I live on the West Coast of America and my freind lives in England. If she were to join an EU server and I would join a NA server could we still play togeather?

No, you cannot meet each other’s characters face to face if you are on different regions.

Cannot one of you join the other region? It is quite possible to live in EU and Play NA or vice versa.

As Garambola said, you won’t be able to play together on different regions.
In your case I would suggest the person in UK play in the NA server instead of the West coast in the EU, the reason is from WC to the server in Austin – TX you’ll have a great ping but if you play on EU the server is in Germany and the ping will drop a lot, but for the one in UK the ping difference between to Germany or to Austin isn’t as significant.

Oh, and if you are interested in playing WvW, join the same server. If not then amy server on the same region is fine.
