For start I would suggest reading the ranger sub-forum for better guides and builds.
For leveling spec for power/precision and use pretty much any weapon you like the best, and get a tankier pet and a DPS pet combo, like drake/feline or bear/bird for example to help in the combats, at later levels you’ll have a better idea of what your play style may be and search for a more specific build.
(and the other 8 elite specs maxed too)

At lvl 21 you really don’t need to do much except learn various ways of playing. You are changing so much depending on what you do that finding the perfect build is not really in your best interest. As Belzebu wrote use everything to get a better idea of how you want to play. I switched around weapons and traits all through my time to 80 and even still modify weapons and armour. I stick with naked bear and devourer when doing longbow, but choose cat for greatsword. Pets are a very individual choice.
One useful combo is sword/torch. Or sword and have flame traps as one of your utilities. I didn’t realise before, but if you use skill 2 with the sword (leap backwards), lay down a flame area with torch skill 5 – or use the flame trap near an enemy, then skill 2 on the sword – then quickly press skill 2 on the sword again, your leap through the flame field will give you an aura of flame for a few seconds, which gives you might. It greatly increases your damage for a while.
This might be a commonly known thing, but I only just discovered it recently, and now I try and use it whenever the two skills I need come off cooldown. It’s amazing.
Oh, and naturally, if you shoot through a flame field your arrows will turn into burning projectiles (but this one is probably more commonly known).
If you are into that, then this is a good ranger combo:
Lay a fire field (from torch #5 or flame trap) then switch to warhorn and also switch to a drake pet, the drake will use the tail sweep (blast finisher) that will give might to you and itself, and you also use warhorn #5 (also blast finisher) giving even more might for both of you (from the skill itself and the combo), if you have sword on main hand you can do the combo mentioned above too.

About weapon and/or stat combo’s, it depends on how u like to play. Ranged or melee, solo or grouping, pve/wvw/pvp/dungeons/fractals etc.
