Need advice on obtaining a reward item.
a Couple of things,
according to wiki that is a Mesmer only store reward item at 39 and it is soulbound on acquire(meaning you cant transfer it to a diff character)
That is not the only item with that skin, its also called a “Slayer’s Coat” which can be obtained.
Vigil personal story reward for Quaestor’s Siege or Minister’s Defense.
Order of Whispers personal story reward for An Apple a Day.
Durmand Priory personal story reward for Mightier than the Sword.
The wiki’s not completely accurate. The design itself is called the Rubric coat, or I assume it is since that’s the PvP equivalent. Stalwart’s Coat, Slayer’s Coat, and Caretaker’s Coat all should look the same, and other sources say they are the rewards for the lvl 39 story quest, for all three light armor classes. But none of the coats are available in the market, or out in the open world. I’ve checked and checked again.
There is a way to transfer soulbound items with transmutation stones, which is what I plan to do.
Arikyali, the absolute fastest way I know to level a character is through crafting. However, since you plan to delete the character in question, I don’t recommend this as it’s a waste of resources. The only other way to level relatively quickly is to do WvW.

WvW on a level 3 character? Why do I feel very skeptical about this?
Don’t you get scaled up to 80?
Well, yes…but it’s going to be on a character without the proper gear/skills/experience. Hidden among a big zerg I guess it’s fine but…I think I’d just die a lot.
My server is Crystal Desert. Our zerg size is just a lot smaller than other servers. (Don’t underestimate us. What we lack in zerg size we make up with skill :P ) I’d just feel like I’d be cheating my server if I didn’t take my best geared champs out into WvW, and instead brought along a little-less-than-helpless rookie.
First off all, I would recommend to do it on a mesmer. Sources are not clear wether or not this rewards for all light classes or only for mesmers. I suspect it rewards for all light classes, but I wouldn’t take the risk.
Secondly, I would recommend to use several methods.
1: you can easily do story’s up to 10 levels above you if you got help from a level 80 friend. So that would mean you dont need mroe then level 29 to get the coat.
2: You might want to consider using an experience scroll: http://wiki.guildwars2.com/wiki/Experience_Scroll
This scroll is obtained from AP-point chests and a birthday gift. This will level you up to level 20 instantly. Combined with the XP from story’s and help from that friend mentioned, I imagine the amount off leveling needed is very little to none.
3: if you dont want to use the scroll or still need to level a bit, then WvW is very reliable. However, do consider this is the WvW first tournament season and you are, as said, not optimal. This would mean that if there is a queu, your taking a spot for a level 80 player on your server. I’m not saying you shouldnt, its up to your own judgement

As an Altoholic, I’m not sure why you are taking the temporary approach and plan on deleting the character . New character slots are not that expensive and I find having a host of extra characters to use rewarding, both in enjoyment and for in-game income. I’d suggest you take the goal of the coat as a great primary objective, but have fun doing it by enjoying creating and playing a new character. Of course, I recognize my attitude and play-style is my own, and may not be for everyone.
BTW – take advantage of levels 20-29 to do lots of easy JP’s to farm for silver doubloons at nearly 2g a pop!
Note: I am assuming you don’t already have a host of other toons, given that you are asking how to level quickly.
