Need help identifying what this helmet is
It is no longer obtainable. The only way to get it was to have participated during the Bazaar of the Four Winds Living Story event last year. It can still be viewed at the Black Lion Weapon Trader, but to actually buy one you need to use event currency that could only have been acquired from taking part in the BotFW event. So unless you did participate and have these fortune scraps still, you can no longer get it.

The bazaar is supposed to come back every year. If so, that currency may come back also and the skins should then become available to you.
