Need some help understanding Masteries
Mastery points don’t come from experience, they come from various tasks.
For Central Tyria, they are 100% tied to achievements. Look though your hero panel > achievement tab and you should see a bunch of red mastery point icons. Clicking on the categories with icons next to them to view individual achievements and you can see which ones give a mastery point.
You didn’t need to do “anything special” for the first points because you had probably already done some of the achievements that give you mastery points prior to the HoT patch, and any achievements done in such a way gave you mastery points retroactively. But now that you’ve used up your stockpile, you’ll need to start looking for more achievements to do to get more mastery points.
A. Choose what Mastery you want to train
B. Once that “Mastery XP bar” is filled you are required to spend the necessary Mastery point to unlock that particular Mastery and be able to progress.
In your situation your stuck until you either collect more mastery points to unlocked what your training, or you’ll need to select something else to train meanwhile you collect more mastery points. Eventually you’ll come to a point where all you XP bars are maxed, and you won’t be able to progress within their tiers until you get more Mastery Points.

Mastery requires two things, Master Points which you earn and a full XP bar for the track you want to train in. Once you have both you can spend the points to unlock that track. It sounds like you simply haven’t found the mastery points in central Tyria.

Yeah, I was expecting MP to be the XP bar reward and not this duo requirement.
