I can personally vouch for the success of MM necro in general open world PvE. The minions provide an excellent distraction and, when traited properly, can add to your survivability significantly. However this does come at the expense of mobility since your minions aggro absolutely everything.
This is an example of what I run. I switch things around depending on the situation but this will get you through most.

As for gear, Viper’s or Berserker’s are going to get you through most situations. The more damage output you have the faster things will die and you have more than enough toughness for most situations thanks to Flesh of the Master. If you find you need more survivability then Valkyrie’s is a good alternative. Most of the time it shouldn’t be necessary.
Do keep in mind this won’t be a good choice for dungeons or fractals but will get you through just about anything open world.

Note that I’m just using cheap exotic Dire armor instead of the viper stuff; I just use my WvW gear as I don’t do dungeon/raids on this character, but it works for open world; HoT isn’t a problem. Also, berserker runes will be better as well..
Also, I believe GS is better than staff, but haven’t really tried it out.
I’m quite a fan of parasitic contagion which heals you based on your condition damage. That doesn’t work if you’re in shroud; keep that in mind.
Scrapper is also good if you like distractions:

Gear/weapons are whatever, since I just camp FT most of the time anyways. The quickness and stealth also allows for convenient gathering.
