Sea of Sorrows is the unofficial Oceanic server. There’s heaps of Australians here.
Haven’t played a Thief extensively, however I believe their combat style revolves a lot more around active dodging than other professions. Dodging attacks is harder for Australians than US players. Keep that in mind.
I don’t use 3d vision (I instead have 2d surround), but a mate of mine does. He reckons it’s awesome.
I’ll only answer #2: Thief is very much possible in PvE. It plays very well in any general PvE situation (from exploring, to events, to dungeons). I haven’t played much dual pistols because I find that weapon set pretty boring, but I’m sure they’d work. For parties I’ve never been kicked for playing a Thief.

Thanks! Define tough time – are we talking Dark Souls on NG+++ tough, or ‘you will die sometimes if you make mistakes’ tough?
Don’t really have any problem dodging on my thief. I am in the US but play on a EU server. Is there some thing specifically bad Oceanic connections? My ping to the server is usually around 150ms.
Well, playing from Japan mine is 200-300ms which is fine for micro in Starcraft and most WoW stuff, but I know people with pings in excess of 800 who used to raid with us. That would be difficult.
