New Player Needs Help
You need to fill the the exp bar for the mastery then allocate the point. When the bar is full you can click on it to open the mastery panel while not in combat or press H and click on the last tab. Gliding is the default mastery that you would be leveling after completing Torn from the Sky.

Mastery lines are filled with XP (experience). Once filled you unlock it with Mastery points. Mastery points are given to you for doing specific content. Check your Hero Panel. Look for red or green stars. Green stars show content you can do to get Mastery points you can assign to Maguuma mastery lines and red stars are for core Tyria mastery lines.
You’ll need to go to your Hero Panel, find the Mastery line you want the XP to go to and select it. Otherwise the XP will go to a random Mastery line of that area.
ANet may give it to you.

You fill the bar by doing anything that gives you exp in any of the HoT maps or the LS3 maps.
Pocket guide
1. In the masteries tab, activate the gliding mastery.
2. Earn exp in HOT zones until the bar ’s full.
3. Return to the masteries to buy the mastery with mastery points. (Green stars spread out over the map.)
You can only get experience points (XP) for Heart of Thorns masteries in the Heart of Thorns maps. Those are:
Verdant Brink
Auric Basin
Tangled Depths
Dragon’s Stand
At first you will only have access to Verdant Brink.
So to fill the bar you need to run around Verdant Brink doing things that get you XP like gathering materials, completing Dynamic Events, fighting enemies and discovering locations and vistas. (It’s exactly the same process as levelling up, but you have to do it in this map.)
Once you have enough XP to fill the bar you will be able to click on the bar (only when you’re not in combat) to open the Mastery window. Then you can click the + button to spend the green mastery point on gliding. The ability will now be unlocked (so if you jump off a high point and press the jump button again your glider will open). Then you can earn more XP and spend more points to upgrade it with extra effects.
If you want to get to the other Heart of Thorns maps you need to go through Verdant Brink. There is an exit in the south west corner which leads to Auric Basin, and an exit in the south east corner of that one which leads to Tangled Depths and an exit in the centre of the south side of that map which leads to Dragon’s Stand. Or you can play the story which will guide you through the maps and give you several mastery points.

Or, do the Dailies in the 3 newest maps. (Maybe not in Bloodstone Fen, as most of it requires Gliding.) They award a lot of XP for HoT Masteries.

You are welcome — even encouraged! — to ask for help here. But please don’t continue to refer to past post removals, especially when they were initially removed because you were cross-posting in multiple forums, and especially since you were only given a note, no points, no penalty, and the moderators are simply doing their job of keeping the forums on topic and focused. You can imagine how the value of the forums would drop enormously if we had people making random duplicate posts all over the place!

And although you said you find the Guild Wars 2 Wiki “useless,” I assure you that, even as a veteran player, I find the wiki incredibly useful. It is a resource that I use virtually every day. Please note there are “Discussion” options for every single topic on the wiki. So if you have a question, you can post on the tab under the main page and someone may be able to expand on information if you need more details. Good point, I forgot the new maps count towards Maguuma Masteries as well.
Although it might be easier for the OP to just stay in Verdant Brink. The first tier of the gliding mastery doesn’t take long to train up, and there’s tons of stuff to do in that map.
(Which reminds me, I need to go back and finish it, I’ve still got loads of achievements I haven’t done.)
