Hi. I’m newbie here. I have created a new character and got 14 lvl, but still don’t have any skill points to teach my skills. Is it a bug or I’m doing something wrong?

No, just low level and it’s your first char. You get skill points 2 main ways at low level.

1) Skill challenge
A skill challenge is a task that, when completed, rewards characters with a skill point. Skill challenges are locked for new accounts until a character reaches level 13.

2) Levelling up:
8 skill points are earned at levels 20, 26 and 32.
7 skill points are earned at levels 38, 44, 50 and 56.
6 skill points are earned at levels 62, 68, 74 and 80.

So, now that you are past level 13, you can start doing the skill challenges. They are the blue chevrons on the map and each map has a few. The low level maps have 6 or 8 of them.

Note that utility skill slots are locked and, just like skill points, slowly open up as you level. So not much you can do with skill points until then.
