I’m a level 17 mesmer, and I was wondering where I could find new armor for my character. I tried googling it, but none of the links I found were helpful. Can I buy them from certain characters? Do champs drop them? Or do I have to wait until I’m a higher level to get new armor? Thanks in advance.

They can be bought from heart NPCs or the trading post. There are also NPC armorsmiths that are all over the world who should sell armor in 5 level intervals but those are all white(lowest rarity).

At lv17 you are probably better off waiting until lv20 and get lv20 masterwork armor. Depending on the stats you want that can be anywhere from around 3s to nearly 30s for the full set.

Various personal story steps will also reward pieces of gear that is around the same level as the level requirement for that step.
