lol..it was probably a condition applied to you from X source (like enemy, mob, terrain, etc) and no, water doesnt extinguish fire, but you shoudlve been put in downed state if you jumped to the water.
There are condition removing skills. Those will put out fire, cure poison etc. I think some classes have some Healing Skills that do it too, but for any class heal is a good thing at that point. Fire doesn’t last long unless you get another dose and using heal gives more health to endure it.
as others have said you’ll have to look for condition removal skills and effects, most (if not all) professions will have access to a heal skill that removes conditions in some way then there are usually a number of utility slot skills that will do the same. You’ll want to look for anything that states it cures a condition or cures specifically burn if its fire your having issues with.
Unfortunately I’ve yet to see a good mmorpg put in mechanics such as “jumping into water puts out fire” heck most of the time you can still use fire in water (guardians for example get underwater skills that set things on fire)

Since the condition is called burning it does make sense for it to be useable underwater as well. As I’m sure everyone has found out at some point hot water and steam can burn and aside from Wrathful Grasp (which isn’t clear) all the skills that apply it mention heating the water near your target or launching heat at them.
It would be cool if jumping into water could cure, or at least reduce the damage from burning applied by fire though.
And BTW remember to look out for red circles or other area effects when you’re trying to get rid of conditions. If you’re standing in a field that applies a condition you’re just going to waste your condition removal because it will be applied again as soon as it’s gone. Although standing in a condition field AND a condition removal field can get you the daily condition remover achievement really quickly.
