Norn or Human?
Well, personally all of my characters are Human purely because I like them aesthetically but I suppose it would make more sense to go Norn if you haven’t got one already. Different story and can’t beat a huge bulky Guardian running at you.
May or may not be in your price range but the Cultural Tier 3 Norn heavy armour is by far my favourite. It’s just so pretty.
Gameplay wise, I’d go Norn, mainly because the first part of the personal story will be completely different and most likely the areas you start playing will be as well.
Aesthetically I’d go human, but only because I feel the human heavy cultural armor fits guardians in general better than Norn’s ones.
It’s a pile of Elonian protection magic, mixed with a little monk training,

if ur going to be a light armor i would choose a human, norns are to big for light armor and will looks like crap late game

That’s not true especially when you use the cultural armors. But this doesn’t matter since he wants to play Guardian.
I’d go with norn, they have a cool story and have really awesome cultural armors.
