I hear you can reset your traits as many times as your funds will allow at level 80. If this is true, do I go to the trainer of my profession and buy the manual or is there a different method or manual I have to purchase ?

The trainer has a second option in the dialogue that allows you to retrain. Costs 5 copper per trait point.

And you can do it at any level so long as you have unlocked traits.
