Guild Wars 2

So in game I’ve been noticing this hovering graphics effect and it’s usually over players. I’ve tried asking in game several times but have yet to get any answer. Is there an item that causes an effect that looks like the sword Twilight but makes it hover over the player? I usually see it in a crowded area which makes it hard to pin point if it’s a player or some weird world effect. I also see it in different locations. I didn’t really start noticing it until recently and thought perhaps it was related to the new LW episode but couldn’t find anything on it..So, does anyone know what this could be?
