On crit sigils
If you have two on-crit Sigils, only one of them will ever proc.
I think it’s the mainhand sigil than will proc.
The mainland sigil tries to proc first. If it fails then the off hand sigil tries to proc. (I think)
Both digits share a cool down. So if 1 procs the other wont for x seconds.

Also, it is mainhand —> offhand in priority. The only time offhand will never occur is if both weapons are on-weapon switch or on-kill stacking (and not the same stacking sigil).

As far as cooldown sigils go, it is, actually. All sigils with a cooldown have a 10 second cooldown, minus Fire, Air, Strength, Earth (and a few others).
For the intents of the OP, he doesn’t need to know all the little details (and if he did, he’d have already looked at the wiki).
I did look into the wiki. The info there says 5s cooldown.

All Guild Wars wikipedia webpages are VERY accurate. They may contain a few mistakes, but the playerbase (at least the playerbase from GW1) is knowledgeable enough to maintain and update the wiki on a regular basis (and it transitions into GW2, occasionally someone who has no idea will update, but that’s very rare and tends to be fixed fast if it’s an error).
