On jute scraps
The best farm spot for jute scraps is the trading post.
First you make your gold some proven way, dungeons, farming and selling other mats, etc. then you buy the jute scraps outright.
They are relatively rare because they drop most when characters are low-level. After that, the chances of getting leveled armour (and thus other scraps) gets higher, leaving only the tiny bags as a relatively reliable source.
If you really want to try and farm them, there’s a Svanir camp in the southern Wayfarer Foothills with lots of mobs to get bags from, and there are some separatist camps in Plains of Ashford where you also get low-level bags. Or you can complete the various starting zones. If you get scraps there, you get forty of them at once, though you might also get logs or ore, or maybe even vegetables.
Beyond that, buying them is your best bet.

We’ve been having a discussion about the high Damask price (the highest tier of cloth in the game, used in Ascended crafting) and I’ve been arguing that high cloth prices are the direct effect of not having reliable ways of farming cloth. There are no cloth nodes, so the only reliable way to “farm” them is to forge karma items and salvage them. Everything else is too random to produce the desired effect to offer enough supply to keep cloth prices down.
There is one cloth node but it’s a Gemstore item for home instance (once per day) and gives random T1/2/3 cloth drops, so it really isn’t reliable for just Jute. If you have a spare character slot, you can roll an alt (Scholar preferably) and farm for low level cloth armor or open you SW champ bags on them. You could also use the Karma/MF trick. None of these options will be better than using a reliable gold farming methods on an 80 and just buying the Jute though.
I am curious why you are farming jute really. Other than low level crafting, which doesn’t take much to get beyond the T1, the only other use really is promotion to wool. This is something I am sure people watch since pricing is always adjusting between jute and wool. It sounds you are familiar with the ways of getting it though and the reiteration of the options by the other helpful people isn’t really anything new to you. ^^

If you search “bolt” on the TP you will find 9999+ for every single tier of cloth and yet there is only about 1400 Damask for sale. Looking at gw2spidy, bolt of wool listings are in excess of 57K. And this is what is actually listed for sale. People like me who save mats will have more on hand since the price of the market is too low for my opportunity cost. This is not indicative of a supply problem. Just because you don’t like the price doesn’t mean more supply will lesson the cost on your wallet. As long as there are people willing to pay a higher price for the convenience of not having to make it themselves then the price will remain “higher.”
