Once and for all, Precursor Weapons
I think your character only gets equipment drops around their current level, If I am not misinformed.
So a Precursor would only drop for a Level 80, and even then as a rare chance.

Once and for all, Precursor Weapons can be dropped at low lvls?
I mean as a lvl 2 there is a bit of chance to get for example by very tiny luck the Dusk or Dawn or any other of the precursors.
Wiki says it is possible, player saying it’s not.
As a level 80 (possibly lower if precursors share a table with exotics) you have a chance to get a precursor from ANY enemy you kill, even if you are killing level 2 mobs.
As a level 2, you can only get level 2 gear or lower gear.
I believe that the wiki is wrong to imply that low level characters can get one to drop.
Only possible from any drop that CAN drop an Exotic item.
Please link wiki page that states a LVL 2 can get one. (note that wiki is player content, not Anet content so it CAN be wrong).
I’m guessing the only way this can happen is if a LVL 2 opens a bunch of Exotic Champ Bags obtained by a LVL 80 (or near LVL 80). I HAVE gotten a named LVL 80 Exotic like this on a LVL 35 character.

I can’t answer OP question but I can say that I saved all my bags from lvl 3-40 on the queensdale train before it was nerfed and opened them at 40. I got 3 level 80 exotics out of it. These bags were not obtained by any lvl 80’s. So I guess it would be possible to get a precursor from loot bag or maybe even a jumping puzzle chest no matter what level the toon is.

I’m 99% sure the user above me was mistaken. You cannot get exotics before level 62, and they cannot be level 80. I am unsure on the workings of opening bags acquired by level 80s on a lower level. I would have thought the contents of the bags and boxes were decided on opening them, not on acquire.

The note about low level players being able to get them (in the acquisition section) was added relatively recently and I haven’t seen a source for it (either a statement from Anet or proof that someone got a precursor on a low level character).
My assumption is that by ‘low’ level they meant below level 80 and just worded it badly.

I have received 2 cobalt on lvl 40 or so characters. It’s entirely possible to get them at any level from any champ bag. Bag rarity just makes it easier to get an exotic and precursors can drop from any mob or champ bag at any level
It’s possible to get it on a low level character.
Chest and Bags have drop tables that include things independent of your character level, dependent on rarity of bag/chest (or level/zone).
It’s possible to earn precursors from low level chests, but you will have a higher chance (noticeable, most likely, over the course of hundreds of thousands of trials) with higher level chests.
For Bags, the blue/green/yellow items that drop will always be around your character level. The orange items dropped will either be level 80 named (part of the bag drop table) or an orange item around your level. Keep in mind, you will need to be opening exotic champion bags to have a chance of obtaining level 80 named gear. Getting a precursor off a non-80 exotic champ bag is unconfirmed, as far as I know.
I have also read reports of players looting items like Dusk off of random mobs in Queensdale. It could just be someone vying for attention or something that actually happened. Keep in mind, I’ve been playing since release and it’s possible that the drop tables have changed since then. I know precursor rates have been tweaked, but whether or not the tables they appear on have changed is far beyond my, or even most peoples (in this thread’s), knowledge of the game.
So if we’re talking bags, it is possible to get it at a low level.
But when it comes to straight up drops from a mob, I’m pretty sure you CANNOT get a drop higher than your level.
I dunno, I always thought Precursors were on a different system than just “is it an exotic? it’s around your level or the level of the mob now!”
I had 11 blue champion bags from EoTm in my bank from levelling an alt. I decided to open them on my main lvl 80 warrior. The 5th one dropped the precursor Dusk.
I can confirm even blue bags can drop precursors, but I think you must open them on a lvl 80 to get such a level specific reward.

The champ bags won’t give you a precursor if you’re not high enough level to get a level 80 exotic. The champ bag exclusive exotics (ie. Anton’s Boot Blade, Razah’s Nightmare, Arc, Stardust, etc.) can drop from any quality of champ bag for any level player because they are a separate, special loot type. Similarly, you can be a low level character and get Final Rest from the SB boss chest, and there are other event-exclusive weapons/items that work in that same way. However, precursors don’t work like that (for now, anyway).
And yes, any quality of champ bag can drop normal exotics, as long as you open them on characters who can get exotics as drops.
