Is there an Order of Whispers settlement in Hoelbrak, like there is for the Vigil and the Durmand Priory? And if so, where is it?

What about secret society do you don’t understand?

A settlement, no.
In Divinity’s Reach its one person, Willow.

I finally found a good candidate.
(It must be an NPC with a name that u can have a (short) conversation with.)

Sonja Denrota.
She ends the conversation with that she and many others will be watching u.
Sounds like Order of Whispers.

She can be found under the platform with the Crafting stations, the side near the Asura gate though.

Ah yes, I met Sonja and thought that same thing. I am not certain about Whispers outposts, the Grove has a very blatant one. After discovering the Lost Grotto in Lion’s Arch I started keeping an eye out for hidden enclaves, but I haven’t found much. The Maiden’s Whisper in Divinity’s Reach is definitely suspicious though… (I first assumed the name sounded like a brothel or something, until I found Willow.)

So I’m a little behind here… (about 2 years) but I’ve finally managed to find a member of the Order of Whispers in Hoelbrak. Turns out there is an undercover agent spying on the movement of the nearby Sons of Svanir. The Whisper’s member is Leif Oesklyn, and is disguised as a Norn child. Leif is located just where the cave Shelter rock ends between the Raven shrine and the Bear shrine.

If you talk to him while a whispers member he reveals that he’s been spying on the Sons of Svanir, and that hes glad to see a friendly face after months of undercover work. This would suggest that he is the only member of the Order of Whispers in Hoelbrak.

Edit: There’s another member at the back of the Snow Leopard’s lodge named Nika Morkvist. She gives unique dialogue to thieves and Whispers members. As well, there’s one in the tunnel from Snow Leopard’s Lodge to the Svanir cave named Tarkad.
