Outfits question
There is no fixed time or rotation for those sales, it can be next month or next year or anything in between.
(and the other 8 elite specs maxed too)
but there are only 7 outfits and at least from 3 weeks that i played this game it seems that there is outfit in the gem store every week ?
Edit: i probably worded it wrong by saying on sale , i meant how often the same outfit can be in the gem store ?
When there is a sale the outfit usually stay in the store for 1 week, but again, that is not a rule so sometimes it stay for 1 day or even for a couple weeks.
Many items in the gem store are sold for a short time and rarely appear again to maintain it uniqueness and people never know when it will come back, that way when it come back players feel more tempted to buy right away instead of think “should I buy it next time?”

Regarding the Mad King outfit, it’s a fairly safe bet to say it’ll return in October for Halloween. I wouldn’t really expect it to go on sale again until then, although you never know.
Last month, they did a big rework to how outfits/costumes work, so they’ve been cycling through the old holiday outfits (Wintersday, Mad King, Bloody Prince, etc.) now that those outfits can be worn in combat.
Are outfits the only kind of armor skins that can be worn while leveling all the time without using your transmution charges ? Thats the main reason im looking for an outfit , i just started playing a week ago and i read that you can wear outfit while leveling at all times without having to use transmution charges everytime you change 1piece of your equipment, so i wonder if there is any type of armor skins that work the same way or no ?
Since outfits override your armor, you’re correct in thinking that you can use them to keep the same look throughout your entire character progression.
Technically speaking, and this doesn’t help you, skins from the Hall of Monuments can be applied an unlimited number of times without costing transmutation charges. The Hall of Monuments rewards players for achievements earned playing Guild Wars 1, however, so I only mention it for the sake of completeness.
Other than that, sorry, your character is probably going to have to change appearances while leveling up and acquiring new, level-appropriate gear. You can buy or craft gear with a skin you like to replace your stats while keeping the same look, if the skin you want is tradeable / craftable.
If you’re just starting out, change might be a good thing. You’ll end up trying on a lot of different skins over time, so that when you reach the upper levels, obtaining your “final appearance” can have a bit more pizzazz than continuing to wear the same armor you did the whole way. It’s one way for a character to grow up, in a sense.
