Hey, koxsos, sorry that this happened to you. In brief, this is what I would do in your shoes:
- If you have any screenshots of the agreement you made, collect them and create a support ticket. Keep it simple: just tell ANet that the player borrowed 250g and promised to return it and never did.
- After that (and if you don’t have the documentation), let it go. I know that’s not what you were hoping to hear.
As others have stated, CS can’t help you recover the gold. All they can do is keep track of the player — if that person makes a habit of “borrowing” without returning (aka scamming), CS will take action against them. That won’t do you any good; it will merely make it less likely that the “borrower” can’t scam others, too.
Once again, I’m sorry you lost the gold. It’s a terrible way to be treated, even if Shakespeare was right that one shouldn’t borrow or lend. (I lend all the time, IRL and in game — I just don’t generally expect to see the money again and I’m happy when I do, which turns out to be most of the time.)
Unless this was all discussed in game and you remember when it happened(so support can check chat logs) there is nothing you can really. The person could get into some trouble up to being banned but you are unlikely to get your gold back regardless of outcome.
You will not get your gold back. Anet does not get involved in agreements between players. This link references trades but can also be applied to loans:

Support won’t help because you gave the gold of your own free will, Anet can’t and won’t enforce a deal made by 2 players at their own risk.
It is just like when a guild member clean the vault and leave the guild, it is the guild leader fault to give him access and not ANet’s fault.

There’s not much you can do. As was stated above, CS can’t help because player-to-player exchanges of items or gold are done at the players’ own risk. You could try sending that person a whisper or, if they’re not online at the moment, an in-game mail asking about the money.

I see that no good deed goes unpunished and that in fact I have close to no means of getting my money back.
I guess I will just hope that maybe one day the anonymous person behind the character comes to conclussion that I might miss my money and that stealing is not cool.

I would make some comment that his name sounds slightly Greek, and perhaps he was a government operative attempting to plug Geece’s debt hole.
But that’s just silly – so I won’t say that.

While CS can’t help with the trade you did, post other player name here with any accusation IS against the rules.

While I am not attacking him personally by stating he owes me money I will retract the name. However thanks to posting it I made reasonable progress provided nakatsu Hime’s reply, I managed to pinpoint the only greek person on my skype that has a simillar name and it only reinforces my believe that it is the contact he has given me, so yey! Hopes are high… :-D

I know you were not attacking, but it could enter in the “..that single out a player for ridicule…” part of the rule, the last thing I want is that you ended getting in trouble instead of him.

Ok I have news everyone, please advise me on next course of action.
The player through some miracle came online today, after a bit of friendly chit chat I got him to acknowledge and admit that he owes me the money, he then told me that he no longer has the money he owes me and did not return it because we did not meet online since then and it felt weird to him to just send it back through mail, even though he received it the same way.
After I asked him to please work out a way to return it, he told me to “**** off” and blocked me. I have the entire conversation screened and it is fresh in the logs.
I suspect he actually does have the gold and just does not feel like returning it.
Are these sufficient grounds for scamming report?

All you can do is submit the screenshots to anet and let them deal with it. I think the same punishment will apply here as when someone scams players for paying for dungeon runs then leaving with the money.
They get dealt with via a ban or suspension but you will not get your gold back.

Yeah. It sounds like you have grounds now. He admitted he borrowed and he refused to send the gold or work out a repayment method. Send in the report. You won’t get your gold back but he should get some sort of discipline, even if it’s only a suspension.

There are always grounds to report someone. The question is: is there enough evidence for ANet to take action? In this case, your original evidence was sparse and the other person would probably have gotten away without consequences, as long as they didn’t make a point of treating others the same.
Unfortunately for the scammer, that conversation made it easier for you to provide details to ANet that are now much more likely to result in a response.
As others have said, you still won’t get your coin back, unfortunately.
As mentioned before, provide the screenshots to ANet and stick the non-emotional facts you can provide them (time|date|location(s)|text). You want ANet to focus their attention on the refusal to return the money, not the discussion that followed as a result.
Thing is, the “report this player for scamming” option does not feature much in a way of adding screenshots and/or comments.
Make a ticket. The ingame one is for reporting something that happened right then. You’re going to need to explain it.

Mkay, posted, thanks! If he gets a week to a month ban, he can still practically say “so worth it”. He behaved in such an arogant manner it disgusts me now.
Glad to have helped to point you in the right direction – even if my response was meant as light-hearted (except, possibly, to members of the Greek Treasury, and EU moneylenders).
Ok so for the sense of closure the purpotraitor was found guilty and suspended, I got nothing out of it, but we can at least hope he won’t do it again, or will be terminated if he will.
