Please explain how? - Mesmer portals.
When you open the first portal, you have 60 seconds to open an exit portal before the first one closes. When the exit portal is opened, both portals stay open for 10 seconds, but can only transport 20 people across. The maximum range at which you can open portals is 5000 units in PvE/WvW and 6000 in PvP.
Having said all that, you don’t have to walk to open the next portal. You may WP to a near enough location (within the 5000 range in PvE) to open the other portal. In your example, the Mesmer traverses the mini-dungeon till the end, opens the entry portal, WP’s to a nearby WP and opens the exit portal.
But the mesmer still has to traverse the mini dungeon themselves first to place one end of the portal.
If that’s true all the players begging for a portal to Rhendak are simply a bunch of lazy bones putting all the burden on the mesmer who doesn’t get much of anything out of it.

Typically what a player does is drop the portal at the exit first, then head to the entrance (of the mini-dungeon/jumping puzzle) because the entrance is usually within 60 seconds of a Waypoint and also involves less effort than frantically going through within 60 seconds (not always possible).

This is true not only here but anywhere mesmers offer a portal to the end of a jumping puzzle, mini-dungeon or anything else. They have to complete it normally in order to place the portal.

Most of the mesmers you’ll see, my own included, got a portal to Rhendak. To repay the debt of the mystery mesmer who did the dungeon back near the dawn of time, we’ll make portals to the waypoint.
My mesmer was parked there, but he’s one of my crafting alts, so doesn’t live there enough.
I have a number of chalices and blue Rhendak’s Signets now though.
Per the OPs REAL question, you CANNOT use Portal to reach a place you cannot otherwise travel to and you in fact MUST travel to the location in order to lay down either end.
Portal can help others bypass difficult paths or create shortcuts but NOT the Mesmer generating the Portals.

For Rhendak there is an additional thing to keep in mind. Make sure you have your Portal set up for both underwater and on land.
As for the range it is approximately minimap range when you have the minimap all the way zoomed in.

a good indicator of the maximum range is the mini map. zoom in all the way, increase it to it’s largest physical size. the range is roughly to the flat edge of that map (not counting diagonal – purely NEWS). So if you can see your starting position, you’re good.
also keep in mind there is a “line of sight” condition as well. usually doesn’t apply, but sometimes it does: such as portalling through a gate. As it turns out, a lot of times when you can’t portal through the gate, you can portal around it.
Also: height is included in the maximum range. I tried to portal from the top of the zephyr ship to the water below once. I was standing on the same spot on the mini map, but it didn’t work because the height exceeded the range.

Thank you very much. I’m just starting to use portals more on my mesmers and I’m not great at jumping puzzles. This is a very useful tip. It reminds me of instructions I got from an experienced climber friend when I was learning “place your protection before your difficult move”. (Protection in that instance was a piton.)
Also when doing difficult jumping puzzles trait for less damage.
P.S. Tip when placing a portal if possible don’t place it right over the vista or the chest. My sister ended up portaling herself back down to the beginning when she thought she was pressing F to view the vista.

Yes.
This is true not only here but anywhere mesmers offer a portal to the end of a jumping puzzle, mini-dungeon or anything else. They have to complete it normally in order to place the portal.
There’s a difference in offering a portal because you were doing it anyways and you are being nice versus others asking for a mesmer to do the dungeon for them and then whip up a portal for the endboss so the crowd can just get the chest at the end.
