Hi I am looking for a staff, ceptar and dagger with Precision, Toughness, Condition Damage stats does anyone know what this is called?

That one doesnt exist. There is however ‘Rabid’ wich gives Condition damage, precission, toughness. According to the wiki only certain MF weapons give that and certain dungeon weapons/wvw weapons (so not craftable, lootable or available for karma).

For dungeons you need tokens from CM, TA, HotW or Arah. For Wvw you need badges of honour.

Rabid weapons gives exactly : “Condition Damage” as major, “Precision” and “Toughness” as minor stats.

It’s a typo indeed. I was meaning to say that the order off the OP’s stats doesn’t exist (and the order is important for the amount of points you get in them). Thanks for pointing that out.

Sweetcream, The OP is asking for weapons, not armor.

You can craft ascended rabid (condi, prec, tough) weapons. They are called Grizzlemouth’s weapons.
