I wouldn’t factor cost into the equation. Honestly if your worried about cost, I would only do the precursor thing on the new leg weapons, as the old ones, its cheaper to outright buy the pre. I find I just like a weapon and after eventually looking at the skin long enough I decide to make it.

It does depend on whether you craft/farm/buy orders your mats, it gets more expensive the more you buy outright from the TP. OP sounds like the patient type, so crafting will make sense for some of the precursors. The sites above will give you an idea which method is best for a particular precursor.
Also, be aware that some require you to play other game types, PvP and WvW for the shards of glory and memories of battle (but these can be bought from the TP), and fractals for many collection items and sometimes account bound drops (the mist essence in the case of Dusk)
I think the Nevermore is the most expensive legendary except for maybe Eternity, but I’m not positive about this at all >_<. Anyway If you intend on any new generation legendary you need the new HoT map completion item for HoT maps. You also need all the non raid masteries completed in HoT, Tyria masteries aren’t involved except of course the legendary one. You also will need 250 crystalline ingots, which require 250 of the specialty items from each map, 250 obsidian shards, and 250 amalgamated gems.
I just crafted the Ravenswood Branch the first tier of the Nevermore. Just be very careful on what end tier items you craft. The new generation uses a few different Mystic forge gifts.

The shards and memories are so cheap it is really not worth going out of your way to do them.
