All classes are great at everything.
As for builds, whatever that fits your playstyle.
I don’t believe in cookie cutter builds.
Every build has it’s purpose.

I wouldn’t entirely agree with this. There is a reason why certain classes and builds are better in each situations. Sure, you can build a warrior with banners, but you can’t expect to be effective as a wvw roamer, for example.
For OP, i’m not much of a PvE player, but i do alot of wvw, solo roaming and bigger organized play, so i can only give my thought for that game mode.
For wvw zerg, currently 4 classes stand out as most effective:
Necro (Power wells build)
Staff elementalist
Warrior (Shout support or DPS)
Guardian (shout support)
Mesmers are currently used primeraly for timewarp and veil, so 1 or 2 are generaly enough.
Medium armor classes are not as good as the above, unfortunately, with rangers at end of the list.
For roaming pretty much every class has a viable build if you know how to play it.
Here a list of the best (currently) for each categories. Keep in mind that all profession can do a fantastic job in each of them if they are well played and that you can do a terrible job even with the best profession. The build and the player skill are way stronger than the actual profession.
Dungeons: Warrior, Elementalist are the best for that. 1 Mesmer bring some powerful utilities, but you only want 1 per party. Guardian is also really good when you need to bring reflect or Aegis.
Fractals: Guardian and Thief can change completely a Fractal run with their reflect, boons and stealth. Other than that the usual dungeon profession do quit good too (Mesmer, Warrior, Elementalist).
WVW Roaming: Mesmer and Thief. Some also say Warrior and yes they can be good, but I fear way more a good Mesmer or Thief.
WVW Zerg: Guardian, Warrior, Elementalist and Necromancer. Mesmer and Thief can also bring specific abilities for organized group, but in really small number.
General PVE: Any profession with map completion or at least most Waypoint if you mean Guild Mission. Otherwise any professions do the job here anyway.
In Dungeons only:
- Elementalist: high DPS, also boost group DPS by providing conjuring weapons, fury and might stacking
- Thief: high DPS, also provide stealth for skipping trash mobs
- Warrior: medium-high DPS, support via Banner of Discipline, Banner of Strength and Battle Standard, also have a lot of access to crowd control and vulnerability stacking
- Guardian: medium- high DPS, support via Aegis, Reflection, Blind, Group stability and condi cleanse
- Mesmer: medium DPS, extremely high damage via Reflection, support with Pull, Reflection, somewhat weak group stability and condi cleanse, Portal and short-duration stealth for skipping.
- Ranger: medium-high single target DPS, support via Frost Spirit and Spotter and fury stacking.
- Necro: medium-high single target DPS, lack cleaves, support via Power well and clear trash mobs extremely well.
- Engineer: medium-high AoE DPS, lack high single target DPS, stacking vulnerability and have access to many condis as well as supporting utilities
The first 6 are standard classes often found in meta. The last two are least optimized, or maybe not yet :’)
