Public Guild Bounties?
If the NPC turn hostile they can attack it too but they will not getting the rewards.
1) Activating a NPC into an active Guild Bounty mob triggers a dynamic event against that champion. As per the rules of normal dynamic events, they can help and kill the mob. However they will only receive the rewards of a generic dynamic event if they are not currently a Representing member of your guild.
2) With this in mind, some people do offer PUG slots on their Guild Bounty runs. Create a low level membership setting called Guild Bounty. Invite people to the guild before you start the Bounty timer. They accept the invite and hit Represent. From this point, your PUG members will get the special weekly bonus chest after their 1st mob kill. Then once the Guild Bounty is over with, they switch their Represent status back to their home guild. If you’re really tight on membership space in your own guild, then you can delete these bonus members. (Yet the bonus chest does award 50 silver to each person in addition to loot, so your PUG members should be able to make a once time donation towards expanding your guild member size restrictions.)

My own guild consists of x3 players and their various characters. I’m lucky enough to have a permanent invitation as a PUG member for one of Fergusson Crossing’s local guilds. It’s my personal goal to continue the tradition when my home guild can finally host our own PUG runs of the Guild Bounty system. I would personally encourage more guilds to offer PUG slots to their fellow server members since it really doesn’t cost you much to help them.
