PvP Player Needs to Level Masteries
Run to Dragon’s Stand and do the meta event several times. It shouldn’t take too much time to gather enough experience to unlock the masteries you need to progress in the story. Just make sure to use as many XP boosters as you can and tag as many enemies as possible. You can easily get over 1M XP without trying this way per map cycle.

Dragon Stand is the fourth and final map in Heart of Thorns.

Final Map of the expansion. You start off by activating the HoT story in the hero menu and then go to Silverwastes to enter a story instance which then takes you to the actual first story instance of the expansion. Completing this for the first time unlocks access to masteries.
After completing the story instance, you’ll be put into Verdant Brink. You will want to run to the SW corner which will bring you to the next map. Auric Basin is the next map and you’ll want to make your way to the SE corner to reach the third map. Tangled Depths is the third map and you will want to go to the SE corner to reach Dragon’s Stand. This map is confusing for first time players so I would get someone that knows the map to guide you. You can also bypass navigating the maps if you have a teleport to friend stone.

There are 2 different stories. As you stated personal story, these are part of the core game and do not require any masteries to complete. Then there is the living story, season 2 and Heart of Thorns. Season 2 does not require any masteries to complete. Heart of Thorns will be where masteries start coming into play. Depending on how far you want to take the masteries will determine how long it will take.
As with anything in the game, the fastest way to achieve anything is just playing. Just mapping, completing events and killing stuff will level the masteries. There really is no speed leveling. There are certain places people will sit and repetitively farm the same thing over and over because it gives them the feeling they are gaining XP faster.
You’ll need to fully explore each map and max out all masteries for the new legendaries. Good luck.
If you want to do it in the shortest amount of play time, rather than real world time, simply do adventures. The daily experience reward from adventures is the best source of experience in the shortest amount of play time, which is worth around 700k in 30-60 min if you do most of them. If you only did daily adventures, it’d take about a week to gain the required experience for the needed masteries. If you want to go beyond just the basic masteries however, it would be best to actually explore the maps and participate in the events, since you won’t be able to farm mastery points like you can experience.
Do world verses world and get rank up chest. In those chests you find marks (proofs of Heroic) and in the spawn there is a guy selling hero points for those marks. So you can buy a hero challange, double click on it and you will get a herochallange completed in either Tryia if you pick that or in HoT. If you are on a higher tier server then those marks should be done quick. and especially if you go to Eternal battleground.
if you are on a good server, or on when your server does night capping, go to WvW and use an experience booster there. You can rank up in WvW a lot to get most of all the proofs if not all of them in a few hours. Varies highly since its all dependent on server and time takes to capture something.
If you are on a good map for EotM you can do the same there too. It all depends.
