Or have they changed the leveling system for crafting professions? (It’s been a while since I leveled all the other professions.)

Yes although in the case of scribing you probably shouldn’t treat it like the other crafting profession. At lv80 crafting low level gear can be completely useless but level is irrelevant when it comes to decorations. The guide is the cheapest route to maxing scribe but you might end up creating a lot of stuff you don’t need or want.
