Season 1: No. It wasn’t designed with replayability in mind, so they have to do a ton of work to add it to the current system. They’d like to, but cannot promise they will, or when.
The chapters of Season 2 you missed are nothing like expansions, though they do have some bits you need to make the new backpiece, Mawdrey. They do have achievements. You have to complete the chapter once before you can do the achievements on another run through, and that’s per character. So use a character you think will do well at achieves if you don’t want to do a lot of repeating.
Season 2 opened up the Dry Top map. You can go into it without having done the LS, however.
There is a continuing story through the chapters. Going to see Kasmeer won’t make all that much sense to you if you haven’t done all the setup for why you need to go see her. One of the chapters ends with a truly amazing moment that is best appreciated without any spoilers at all.
You can do the chapters in any order, or skip them. I believe the only thing you’ll not be able to do is make Mawdrey because the components come from the chapters. If you do choose to unlock the chapters, all your alts forever will have access to them. From this point forward as long as you log in to the game (not the launcher, actually load into a zone) at least once during a chapter’s lifespan, you will have it unlocked for free forever.

You can actually do everything except getting the achievements and unique rewards without buying the chapters. You just need to find someone who has got them unlocked and is willing to play through it with you.
As Donari said you can also go to the new map (Dry Top) and do all the open-world content there without buying the chapters.
