Quest.. help
You may have finished the current arc, and need to level up for the next PS arc. They are offered at each 10 level increment. Also, make sure your Journal is set to Personal Story, and your UI is enabled for PS, as well.

Seriously though, you may have turned it off. If you head into Options you might find an option to turn various notices off. I think.

Nothing in options seem to say anything about quest toggle(?) I don’t think I ever turned it off though. And it only shows Daily and hearts, kitten im frustrated :P

As a returning player myself, I was confused by this too. You will not see your next quest until you reach your next 10th level. So if you are currently level 35 for example, your quest won’t show up until you reach level 40.
You can look in your Journal to check the last story step you finished, and in the Wiki to see what the next step will be. You are likely in-between story arcs.
There is a drop-down menu in Options with the choice ‘Disable Personal Story’, but that applies to the Content Guide, and likely is not the default choice.
