I can not enter the dragonbrand server to create my character, I’m already trying to do four days at various times and always complains that the server is full you can tell me a good time to try because I really enjoyed the game and so far I could not play with my friends.

The server only matters if you are planning on doing WvW with your friends actually..
For other content your server doesn’t matter at all, because there are megaservers (read: multiple servers all compacted into one)..

Should you really want the Dragbonbrand, best check for the off times of this server and try creating your character then..

I’m wondering this as well. I bought a second account and have decided to move it from the server initially chosen, but the “transfer” option is greyed out. What is the server transfer cooldown time?
