I read somewhere that people who had a gw2 game account active before 23 January, 2015, will get a free character slot when pre-purchasing HoT.

Question 1:
If i buy the basic game (45€) today from GW2 official site do i still get the character slot?

Question 2:
If i buy the deluxe game (75€) do i get 2 character slots? ( 1 because deluxe and 1 because i had a gw2 account before 23 Jan)

the deluxe character slot is added right away, the pre jan 23d will be added the friday of the week you purchased so at release of hot if it continues like the weeks leading up to hot.
