I was reading on the Wiki that the infinite achievements (dungeons, activities, salvaging) all have a cap on how many times you can repeat them.

Now is that just for the achievement leaderboards, or does that apply ingame also? IE could I earn 1000 achievement points for salvaging in game, but only 250 (the stated cap) count for the leaderboards? Or can I only earn 250 achievement points max ingame?

It applies everywhere. It continues to count how many times you have repeated but you don’t get any additional AP once you reach 250.
