If I purchase a style set, can I only apply it once to gear or is it a set I can keep and use whenever I please?

You can only use it once, but later you can use transmutation stone/crystal to add the skin in other sets if you want.

To move it to another set, you only get one copy of the skin.

Ok so you get the whole style permanently but you can only apply it to one set of armor at a time?

Yes. To move it you will need to use transmutation stones/crystals, depending on the level of armors involved.
