For example, im at Lion’s Arch and i join a AC exp mode party thats already waiting inside the dungeon. Do I have to manually go to AC to get a pop up screen to join or can I join immediately waiting at Lion’s Arch? I already tried searching for this but cannot find any info about this.

You need to go to Plains of Ashford (the zone AC is in) and you will get the pop up to enter the dungeon you don’t have to actually enter the dungeon, just being anywhere in the zone is enough

As Plains of Ashford is directly outside the Black Citadel yes you can enter an AC run that’s “in progress” without paying anything!
