I believe it would be “verbal abuse,” yeah. I can’t see what else it’d fit under, except perhaps spamming.

People tend to be uncomfortable about answering these questions, to be honest. Though I’m not too fond of drugs/innuendo in chat myself, it’d be difficult and impractical to ban every single person every single time it comes up, especially if the mention in question was relatively mild. The Internet will be the Internet, and MMO players will be MMO players no matter what you do.

If you so desperately want an answer from ANet without “random people” commenting, send them an email and don’t make a forum post.

I still say send them an email.

They very rarely comment in this forum and if you re-make it you run the risk of having it deleted, moved again, or if you’re unlucky, forum-banned for making multiple same threads.
