Question about transmuting
The skin is for that weapon or that piece of armor you applied it to. Not to the slot its in. So if you transmute one and get another the new look doesn’t go on the new item you picked up. Most people wear outfits while leveling if they have one and don’t bother with looks until they hit level 80.
No, the new sword will have the look of the new sword. You can reuse the skin again on the new sword.
Okay I had a feeling that were the case. Thank you very much for your answer. A final question i have is do wing skins ever change? Do they take a transmutation charge to apply or are they like outfits?
Back pieces require transmutation charges also and are like any other piece of gear. It you change them you need to reapply the skin.
When you say weapon skin, do you mean you bought / earned a black lion skin, or did you find or buy a weapon, salavage or equip it and a popup said that skin is now unlocked for your account?
Transmute charges apply to any reskin where you don’t have an actual purchased / earned skin on your toon (think peg leg from the TP). Basically if you hit wardrobe, change weapon skin and the one you want is in the unlocked account wardrobe section, you’ll pay, if it’s in the top inventory row, it’s a one time free use skin.
The only freebie changes are with purchased outfits or purchased skins, with skins, you get an account unlock and 1 free reskin, but must have the skin in the characters inventory for the free change. With outfits, once you buy it, you can switch it whenever you like, on any armor weight you like. Actual Armor on the other hand, follows the same rules as weapon reskinning.

It should be noted that skins you unlock from having certain achievement point thresholds never cost transmutation charges.
So, quick rundown to clarify:
You have a sword equipped with a skin you really like. We will call this skin “Skin A”
Whenever you equip a new sword, you can go to the hero panel and click the “wardrobe” tab. From there, you can find Skin A and select it to apply to your new sword. This will cost a transmutation charge.
This can be done for any piece of gear that actually is visible (rings, amulets, and accessories don’t have skins).
Some skins will not have a transmutation charge. Normally, this is due to having an item in your inventory that is the skin itself. Using it from your inventory will not cost a transmutation charge, but any future use of that skin from the wardrobe will.
There are two sets of skins that never cost transmutation charges: those earned from Hall of Monuments (requiring a linked Guild Wars 1 account), and those earned from reaching levels of achievement points. In addition, dyes never cost transmutation charges.
Every use of a skin is individually active.
If I may offer some advice, use Zenith Skins and Hall of Monuments skins, or buy 1 outfit, while levelling so you don’t look like an eye-sore until you’re lv80. Applying Dyes is free each time. just unlock the palette
