If I transmute a skin onto a white level weapon so it’s no longer soulbound, then use a transmute splitter, does it become soulbound? The splitter says “remains” soulbound.

If the original item was soulbound, then when the split takes place the resulting items will be soulbound. I personally have had only one exception to this, and that was with the Molten Alliance Gauntlets. I used a splitter on them after I had transmuted the skin on to a different set of gauntlets, and when I did the Molten Gauntlets that I got back were account bound.

That is because the Molten Gauntlets are just Account Bound. They don’t have a Soulbound on Use flag like most other masterwork+ items. The other item like that is the Ancient Karka Shell exotic celestial accessory.
