Hi. Say I’m lvl 48 and using lvl 45 armor set and wish to have the appearance of a lvl 65 set of armor. If I combine them via transmutation – only using the lvl 65 set on the appearance side – will I still be able to use the end set at lvl 48?

Yes you will be able.
The final product depends on the stats you pick, if you get lvl 65 skin with 48 stats you’ll be fine.

Cool cheers. Just a follow up question. If I wish to have the appearance of a lvl 80 set on a non 80 stat set, do I have to use the transmutation crystals? Or will the stones suffice or is there another?

You’ll need the crystal, even if only for the skin.

You need Crystals whenever one of the pieces ist lvl 80. However if you transmute the skin the next time to another pieces that is below 80 you only need stones.
