Quick question about weapon swap sigils.

Yes this works as you describe it. If one of your equipped sets has an empty slot the game will substitute with an available weapon on the other set, in this case your sword.
Since the game internally checks what weapons you will hold after swapping, it will trigger the sigill because you will have your sword afterwards, as well as either your shield or your focus. You won’t need a second sword.

There’s one exception: there is a bug affecting necros, where stats on the “implied” weapon do not get applied while in Shroud (and going into shroud otherwise counts as a weapon swap).
So necros should always slot a main-hand weapon, while others (as hornswaggle indicates) can use the cost-saving option of using the same main-hand for both sets.
I can vouch for shroud not activating “on swap” sigils for the purpose that being ‘in shroud’ is an entirely different mechanic than a simple weapon swap.
That being said here’s what does count as criteria for “on swap”:
>For two-set profs (all but elementalist and engineer), you need at least one thing in your off to swap to, e.g. your mesmer with sword/shield on main, but an off-hand focus on swap. That counts for criteria.
>For elementalist, switching attunements counts as criteria. Mind the cooldown.
>For engineer… does this count when switching to a kit? Needs validation.

Also rangers when using Celestial Avatar. Probably anyone picking up an environmental weapon such as Ice Bows as well.

Engi kits and elementalist attunement counting as swap was added in the same patch.
Picking up environmental objects also count.
Even more annoying is that picking up eggs near the Circus heart in Ember Bay also counts as weapon swap. -_-
