Raiment of the Lich skin a one time use?
Outfits never use transformation charges. Once it is unlocked you can have as many monsters prancing around as you have characters. There is a special tab for outfits in the hero panel.
Just in case you don’t know, it is one piece. It cannot be mixed with anything else. You can hide the headpiece by hiding your armor helmet.
Yes you need to consume transmutation, BUT you get one guaranteed everytime you complete explore a city map, so make a new asura toon, complete Rata Sum (takes about 15 mins) and done, free transmutation.
EDIT: the lich skin is a costume or an outfit? they have different mechanics.
EDIT2: oh the lich skin is an outfit, in the hero panel you can turn it on and off in any character, no need of transmutations.

Outfits (also known as costumes) occupy a different slot under the hero panel (H). You can equip an outfit at any time or level without the cost of transmutation charges. All outfits have 4 dye regions.
When the selected outfit is shown (by toggling a check box in the outfit section of the hero panel) it will override any armour you have equipped aesthetically, but will not replace your armour stats. You can also have a back item equipped and showing whilst using an outfit. You can also hide the headpiece of an outfit by hiding your armour headpiece (but as far as I’m aware, you can’t hide the hand or shoulder armour of any outfit).
When you unlock an outfit, you unlock it as a whole. This means you can’t mix and match outfit parts with regular armour in game.

The problem with the Raiment of the Lich outfit is that it isn’t on the outfit panel. At least it isn’t until you buy it presumably, unlike the other outfits. I assume this is a bug,
