So if/when I buy this is it like wearing a vanity helm does it requires those trans things or can I just wear in general on my character regardless of what helm is equipped as I lvl up

If you buy it the first transmutation is free and it will overwrite the previous look. The skin will be saved to your wardrobe and can be used again at the cost of a transmutation charge.

so if was to create a new character buy and equip reading glasses any future helm I equip would require a transmutation charge?

Unless is a skin that specifically tells you it’s free, such as Zenith weapon skins or the Hall of Monument skins, it costs a transmutation charge to apply.
