I haven’t used either, but look up Autohotkey and X-Mouse to see if they do what you want.
X-Mouse Button Control is what I use. Works like a charm.

Alt + Shift + NumLock. It’s a Windows function (No program required) that turns your numpad into a mouse emulator. Not very useful for actually moving the mouse, but I use it to open large stacks of loot bags or essences of luck.
It’s a bit weird so you should just google it, but basically you turn it on, press a certain button to choose a mouse key, (left, middle, or right) and then Numpad 5 can be used to single click and the big [ + ] button can be used to perform a doubleclick function with one press.
If your mouse software can’t bind scroll to a mouse function you can bind it to numpad [+] and you should be able to scroll open bags like a pro.
I use the windows feature ‘mousekeys’ (described by Mo Mo, above). Works great. It can be used (with ctrl, alt) to move the cursor, but I find it easier to do that with the mouse.
