Be warned that buying a legendary costs hundreds of dollars in real life. It does not give you any gameplay advantages- it has the same stats as Ascended weapons, which are merely a few points higher than exotics and almost unnoticeable, and the stat-shift capability isn’t very useful as there aren’t any situations that will call for it. Ultimately, a legendary is just a fancy skin. Having a legendary will not make you a better player, nor will it cause people to revere you.
If you know all that, and still want to buy a legendary just because you think the skin is cool… then more power to you! I personally don’t care how someone gets their legendary as long as they did it for themselves, because they liked how it looks, and don’t flaunt it like it makes them an ultimate player. Unfortunately, a lot of people lose sight of that and get disillusioned when they’re not treated with awe.
As for your original question, I do recall a friend of mine buying a lot of gems in the past, and then being unable to buy more until he contacted support and let them know his account hadn’t been stolen. So there may be a limit, but I’m not sure what it is.

There’s not a limit on how much you can spend but since you’d have to do several separate transactions the game and/or your bank might flag it as suspicious activity and either block you from buying more gems or from using the card at all until it’s been investigated. It’s simple to resolve, usually just requiring an email or phone call but might hold you up for 24 hours or so.
Also I agree with everything Falunel said. A legendary is basically nothing more than a skin. The stats are equal to all other ascended weapons and only very slightly better than exotics. They’re also relatively common in-game at this point, no one is going to be surprised or impressed by seeing one.
They’re also something anyone can make, without ever spending real money. It will take a lot of time and a lot of in-game gold (and other currencies) but would be free in real life.
I strongly recommend you work out exactly what it will cost you in real money (it will be hundreds of pounds/euros/dollars) and think about whether it’s really worth spending that to get a fancy skin faster than you could get it for free.
I’m not saying you shouldn’t. It’s your money and you can do what you like with it, but I’d hate for you to spend all that expecting more than you will get.
