Removing an Inactive Guild Owner?
I believe there isn’t any mechanism to do this and customer service will not get involved in intra-guild “politics.” They have no way to tell if the GL is never coming back or is ok with giving up their position.
That’s why I urge guilds to setup back-up guild leaders and groom lieutenants to take over: every GL, no matter how good, can disappear from the game at any time due to RL (never mind guild drama).

Warcraft has a policy where if the guild owner has not logged in in 90 days, then another member of Rank 1, 2 or 3 can gain control of the guild.
I will be writing customer service at ArenaNet because I do believe it is incumbent on them to have a solution for this.
GW1 did that too but on the other hand GW1 didn’t have the ability to allow multiple guild leaders. GW2 has left the decision up to the individual guild owner.

If you want a guild buy a license and start one; then invite all of the people that are in your current guild if you’d like. Asking customer service to take away the ranking of someone who bought the license and chose not to have a co-leader is just wrong.
